This Week’s Spotlight on Human Rights

Several Florida jails and prisons are refusing to evacuate their residents ahead of Hurricane Milton despite being in the evacuation zone of the storm. Manatee county jail, which has 1,200 incarcerated people and is located on the south-east side of Tampa Bay, in the path of the hurricane that was roaring towards it across the Gulf of Mexico on Wednesday, will not be evacuating, a representative of the jail told Newsweek on Tuesday.

Indigenous organizations in the Brazilian state of Para said they were not consulted by the government before it signed a deal with multinational companies to sell carbon offset credits to support conservation of the Amazon rainforest in the state. Amazon.com Inc (AMZN.O), and other firms agreed last month to buy carbon credits valued at $180 million through the LEAF Coalition conservation initiative, which it helped set up in 2021 with a group of companies and governments, including the United States and United Kingdom.

Human rights activists and lawmakers in the United States are calling for Azerbaijan to end alleged abuses of civil society groups and ethnic Armenians ahead of a global climate change summit the country will host in November. A new report from Human Rights Watch and Freedom Now says Azerbaijan is carrying out an “escalating crackdown” on government critics and activists. That includes the arrest this spring of human-rights advocate Anar Mammadli, who co-founded a group to work on issues related to climate justice.

The United Nations Independent International Fact-Finding Mission (FFM) on Venezuela is the only independent monitoring body within the UN with a mandate to investigate systematic violations and human rights abuses and ensure accountability for perpetrators in Venezuela. In 2019, the UN Human Rights Council established the FFM, alongside the technical assistance mandate from the Office of the High Commissioner on Human Rights (OHCHR). Both mandates expired in September 2024 and the Council is voting on their renewal this week, during its 57th session.
