Kansas Reflector: CoreCivic plans for ICE facility in Kansas have generated public opposition. It’s plowing ahead.

In an article published by the Kansas Reflector, Medha Raman, a Dale and James J. Pinto Fellow on the U.S. Advocacy and Litigation Team at Robert F. Kennedy Human Rights, provides insight into the concern surrounding CoreCivic’s plans to reopen the shuttered Leavenworth Detention Center in Kansas as an ICE facility.

Despite widespread public opposition, CoreCivic is moving forward with the proposal. The facility, which was closed in 2021 due to a long history of violence and mismanagement, has become the focus of legal and community pushback. After initially withdrawing its special use permit application to avoid public scrutiny, CoreCivic was met with a unanimous resolution from the City of Leavenworth requiring it to complete the full permit process. The city has since filed a federal lawsuit to enforce this requirement.
