I believe that, as long as there is plenty, poverty is evil. Government belongs wherever evil needs an adversary and there are people in distress who cannot help themselves.

While our scientists strive to lead the way to the moon, other Americans are helping new nations to decide their own destiny and keep their newly-won independence, for the race won in outer space is meaningless if we fail in our efforts to extend the cause of freedom around the globe.
The rule of law in an open society still is a revolutionary ideal throughout much of the world. Our strength to transpose this ideal into reality throughout the world must depend over the years on our dedication to it at home.
The road ahead is full of difficulties and discomforts. Our goal is to assist local communities in their efforts to coordinate and develop their resources of preventing delinquency. The Federal Government can and must provide the leverage for work that no agency or community could ever hope to do alone.
