Cuba: Joint Submission for Universal Periodic Review Documenting the Situation of the Right to Freedom of Association
A medida que se aproxima el cuarto período del Examen Periódico Universal (EPU) de Cuba por parte del Consejo de Derechos Humanos de las Naciones Unidas, Robert F. Kennedy Human Rights, junto con Cubalex, Justicia 11J y Civil Rights Defenders, hemos presentado el siguiente informe. A raíz de la pandemia de COVID-19, con la escasez y el desabastecimiento en aumento, la isla presenció una ola de manifestaciones que fueron reprimidas con fuerza excesiva por unidades militares de élite, perpetrando abusos contra los derechos humanos y profundizando la crisis humanitaria del país. La libertad de asociación ha sido seriamente atacada por las autoridades estatales en un intento de silenciar a la población. Este informe evalúa estos hechos y otros preocupantes desarrollos legislativos que criminalizan la disidencia y también obstaculizan la libertad de expresión, además de proporcionar recomendaciones específicas y prácticas.
El EPU es un mecanismo del Consejo de Derechos Humanos de la ONU para evaluar y mejorar la situación de los derechos humanos en cada uno de los 193 Estados Miembros de la ONU.
In view of the forthcoming fourth cycle Universal Periodic Review (UPR) of Cuba by the UN Human Rights Council, the present report has been jointly submitted by Robert F. Kennedy Human Rights and our partnering organizations, Cubalex, Justicia 11J, and Civil Rights Defenders. In the wake of the COVID-19 pandemic, with shortages and scarcities on the rise, the island witnessed a wave of demonstrations that were met with excessive force by elite military units, perpetrating human rights abuses and deepening the country’s humanitarian crisis. Freedom of association has been severely targeted by State authorities in an effort to silence the population. This submission assesses these events and others concerning legislative developments that criminalize dissent and also hinder freedom of expression The submission also provides specific and action-oriented recommendations.
The UPR is a mechanism of the UN Human Rights Council to assess and improve the human rights situation in each of the 193 UN Member States.
