Dreams deferred: The struggle of Dominicans of Haitian descent to get their nationality back

On September 23, 2013, the Constitutional Tribunal of the Dominican Republic issued Judgment 168-13, ruling that it did not recognize the right to Dominican citizenship of hundreds of thousands of its citizens because they were the children of nonresident foreigners. The decision applied retroactively to generations of people who were born in the Dominican Republic between 1929 and 2010, leaving the citizenship status of these people and their descendants in limbo. This decision left people like those whose stories we share in this report invisible in their own country.

El 23 de septiembre de 2013, el Tribunal Constitucional de la República Dominicana declaró en la Sentencia 168-13 que no reconocía el derecho a la ciudadanía dominicana de cientos de miles de personas por ser descendientes de extranjeros no residentes. Con su decisión, el Tribunal afectó de manera retroactiva a varias generaciones de personas que nacieron en la República Dominicana entre 1929 y 2010, dejando en un limbo legal de dichas personas y sus descendientes.
