400+ Civil Rights Groups Call on Congress to Rein in ICE and Border Patrol

The Robert & Ethel Kennedy Center for Human Rights joined over 400 other civil rights and human rights organizations in denouncing Immigration and Customs Enforcement’s (ICE) shooting of Renee Nicole Good. Good, a 37-year-old mother, wife, and widow of a military veteran, was shot and killed on January 7 in Minneapolis, MN.

The over 400 organizations wrote a letter to Congress, stating “enough is enough.” The letter calls for Congress to “rein in the violence and lawlessness endangering our communities.” Specifically, the organizations urge Congress to refuse increased funding for ICE and Border Patrol, and demand that any appropriations bill for the Department of Homeland Security (DHS) restrains and requires accountability from immigration enforcement agencies.

The letter follows international outrage over Good’s killing. The organizations’ demands are stated as the “bare minimum” needed to start protecting communities from ICE’s escalating and violent operations.

What solutions exist?

Congress should take the following steps to protect communities from ICE operations:

  • Use Article I power to limit these agencies and require that they serve the public, not terrorize communities with impunity
  • Refuse to vote for any FY2026 appropriations bill that includes increased funding for ICE or Border Patrol, including funds for detention

The letter outlines several other recommendations for decisive action by Congress.
