Catherine Cooper

Staff Attorney (Asia)

As the Asia Staff Attorney, Catherine coordinates the work of the International Advocacy and Litigation Team to promote accountability and expand civic space in Southeast and South Asia. 

Catherine previously served as an international legal advisor with Justice Base in Yangon, Myanmar, where she worked closely with a Rohingya advocacy organization and supported initiatives to advance the rights of ethnic minorities. As Counsel at the Public International Law and Policy Group, she managed human rights documentation programs and provided technical support to civil society organizations in Myanmar on a range of issues, including restrictions on civic space.

Catherine joined RFK Human Rights from Georgetown Law, where she taught human rights advocacy and supervised fact-finding and strategic litigation projects. She served both as the Dash-Muse Senior Teaching Fellow for the Georgetown Law Human Rights Institute and as the Clinical Teaching Fellow for the International Women’s Human Rights Clinic. She began her legal career as a fellow at the Center for Reproductive Rights, where she supported domestic litigation and advocacy with U.N. and regional mechanisms.

Catherine clerked for the Honorable Pamela A. Harris of the U.S. Court of Appeals for the Fourth Circuit and the Honorable Peter J. Messitte of the U.S. District Court for the District of Maryland. She holds a J.D. from Harvard Law School and an LL.M. from Georgetown Law, and she received a B.A. from McGill University.
