RFK Human Rights Calls for International Access in Venezuela Crisis

(June 27, 2017 | Washington, DC) Robert F. Kennedy Human Rights joins the call made by 36 Venezuelan human rights organizations to include in any negotiation of the political and humanitarian crisis in Venezuela access to the country by international mechanisms, including special procedures of the United Nations and the Inter-American Commission on Human Rights (IACHR).
Since 2002, the Venezuelan government has consistently denied visits by international human rights mechanisms to the country. This closed door policy has affected the IACHR and a large number of UN special procedures. As part of the Universal Periodic Review, several States made specific recommendations on allowing access by international mechanisms but Venezuela has rejected these recommendations despite being a member of the UN Human Rights Council. To date, Venezuela has 10 pending visit requests from special procedures, and between 2012 and 2016 it only accepted the visit of the Special Rapporteur on the Right to Food. This visit did not take place as it coincided with the death of President Hugo Chávez.
In the context of Venezuela's current crisis, in which levels of violence and repression, as well as scarcity of medicine and food have reached critical levels, it is essential that any negotiations between the government and the opposition include openness to international human rights monitoring and verification.

ROBERT F. KENNEDY HUMAN RIGHTS SE UNE AL LLAMADO DE SOCIEDAD CIVIL A INCLUIR ACCESO DE MECANISMOS DE DERECHOS HUMANOS A VENEZUELA EN NEGOCIACIONES SOBRE LA CRISIS

Kennedy Human Rights se une al llamado de 36 organizaciones venezolanas de derechos humanos para que como parte de cualquier negociación de la crisis política y humanitaria de Venezuela se permita de nuevo la entrada al país de mecanismos internacionales de derechos humanos, incluyendo procedimientos especiales de las Naciones Unidas (ONU) y la Comisión Interamericana de Derechos Humanos (CIDH).
Desde el 2002, el Estado venezolano ha negado de manera consistente visitas de organismos internacionales de derechos humanos al país. Dicha política de puerta cerrada ha incluido a la CIDH y a un gran número de procedimientos especiales. En el marco del Examen Periódico Universal, varios Estados han hecho recomendaciones específicas a Venezuela para que permita la entrada de organismos internacionales al país, pero Venezuela las ha rechazado inclusive pese a ser miembro del Consejo de Derechos Humanos de la ONU. A la fecha, Venezuela tiene 10 solicitudes de visitas de procedimientos especiales pendientes, y entre el 2012 y 2016 sólo aceptó la visita del Relator Especial sobre la Alimentación, la cual no se concretó al coincidir con el fallecimiento del Presidente Hugo Chávez.
En el contexto de crisis actual de Venezuela, en el que los niveles de violencia y represión, así como de escasez de medicina y alimentos, han alcanzado niveles sin precedente, resulta fundamental que cualquier negociación que se entable entre el gobierno y la oposición incluya la apertura al monitoreo y la verificación internacional en materia de derechos humanos.
