Daniel Halem

Daniel R. Halem is the Deputy Commissioner, Baseball Administration and Chief Legal Officer for the Office of the Commissioner of Baseball, and reports to Commissioner Manfred. In that capacity, he is responsible for overseeing MLB’s Labor Relations Department, Baseball Operations Department, Human Resources Department, Department of Investigations, Diversity Department, Government Affairs Department, Security Department and all of MLB’s legal groups. Halem serves as the representative of MLB Clubs in collective bargaining with the players and umpires, and oversees all aspects of MLB’s collective bargaining agreements with the Major League Baseball Players Association and the Major League Baseball Umpires Association. Halem's departments administer all of MLB’s drug programs, player transactions, health and safety programs, on-field rules, diversity initiatives, economic systems such as revenue sharing, and investigations.

Prior to his current position, Halem served as Executive Vice President, Labor Relations for the Office of the Commissioner and Senior Vice President and General Counsel – Labor. Before coming to MLB in 2007, he was a partner in the Labor and Employment Law Department of Proskauer Rose LLP, where his clients included Major League Baseball, the National Basketball Association, the Women’s National Basketball Association, the New York Jets, and Hershey’s Food Corporation, among others. Halem also represented several Major League Baseball Clubs in salary arbitrations with players. He graduated from Cornell University’s School of Industrial Relations in 1988, and magna cum laude from Harvard Law School in 1991.
